- Six young men from the city take jobs on a road crew, building a highway of strategic importance to the Chinese Army. The story relates the men's interactions with each other, the local community, and two friendly and flirtatious young local girls who become part of their circle. Meanwhile, their hard work is countered by a traitorous foreman bribed by Japanese agents to sabotage the road.
- Helen Ware, an artist's model, known as the Brown Venus is sad, discouraged and unhappy. When her men friends learn that she often poses nude, they try to become unduly "friendly" or just shun her, with the result that a beautiful girl with the figure of a Goddess finds herself without a lover. In desperation, she goes to a notorious night club and is later seen about to start on the downward trail. In New York's Harlem section, gangdom is running riot. Gangster Kid Cotton kills a man and runs away with the man's sweetheart, who is unaware of the crime until she reads about it in a newspaper at the "Mad Mullah" club in Chicago. Helen is near their table, overhears their discussion of the killing, and later finds herself involved in the case. Government undercover man Robert Fletcher trails Cotton to Chicago, and a peculiar twist of fate brings Helen to his hotel room, and a most intimate situation follows. Cotton sets up a numbers bank in Chicago in opposition the the policy gang, and a gang war breaks out. Gomez and his gang are rubbed out and Cotton becomes the king of the underworld. But the dragnet, thrown around him by Fletcher, begins to tighten.
- A diver saves his best friend's life but loses his own arm in doing so. Later, unable to find work because of his missing arm, he is forced to go to work for a criminal searching for lost treasures. Meanwhile his friend, who has since become a policeman, finds himself assigned to break up the crook's operation and bring in his gang--including the man who saved his life.
- Two men, Thurman and Beady, and a woman, Georgia, ply a confidence game in Alaska by selling 'salted' gold mines to gullible newcomers. But the cold Far North gets too hot for them and they move to greener pastures in the western United States. Business is good until a young cattleman, Tom Hatfield, falls for their trap. But Georgia falls in love with him and this causes problems for her partners.
- Perrin and his partner get paid a big sum of money at the end of their cattle drive. Shortly thereafter, the partner is found with a knife in his back and Perrin is blamed for the murder.

- Everyweek Newsmagazine editor Richard Kurt pursues psuedo-portait artist Marion Forsythe on her arrival from Europe after painting (and possibly being involved with) notables all over the continent. He convinces her to write her biography as a feature for his magazine. An old "beau" of hers also looks her up in New York; he is running for U.S. Senator from their home state, and is engaged to an influential publisher's daughter. He is fearful that Marion's tales could embarass him, so he tries to persuade her and Kurt to abandon the idea.
- The not-quite-so-young Baron Trautenegg invites an all-girl dancing group to his country house, only to fall in love with the leading lady. After an unsuccessful marriage proposal to her, he decides to get a makeover in Vienna to increase his chances. While he is away, his spitting-image much-younger nephew arrives, to the astonishment of all--the Baron appears to have been really successful with his makeover. Multiple confusions and complications ensue.

- Millionaire playboy Tony Sheridan suddenly loses his fortune and, faced with working for a living, decides to become a newspaperman. He is hired by Hackett, the city editor, who assigns him to the society column. Tony's first job is to cover the engagement celebration of Ruth Allen, a banker's daughter and Tony's former fiance. She is now engaged to Ward Cameron, a broker of dubious character whom Tony dislikes. During the party, Tony realizes that Ruth's feelings for him have not changed. He also happens to pick up a cigarette case in which he finds a slip of paper with "Aztec 10" written on it. The next day, the Aztec Tire Company is robbed at 10:00 a.m., and startled by the coincidence, Tony questions Ruth about the cigarette case. He learns from her that the case belongs to Cameron. Tony suspects that Cameron is behind the series of robberies that culminated in the raid on Aztec, and visits his office, where he overhears that the Dayton Steel Company is to be the next target. Tony informs the police, who prepare a trap, thereby killing two of the would-be robbers and capturing another. Tony becomes a hero, and the publicity surrounding his actions causes police captain Graham to fear for his life and assign a detective to protect him. Two gunmen escape after unsuccessfully trying to shoot Tony, and the beleaguered reporter is pressured by Graham to reveal the identity of the gang's leader. Not wishing to hurt Ruth unnecessarily, Tony asks Graham to wait until he has gathered conclusive evidence. After warning him to leave town, Tony agrees to meet with Cameron to discuss the matter further, but Cameron sends another hit-man to dispose of him. Tony struggles with the man, who is finally chased off by the detective. Meanwhile, the police obtain a confession from Cameron's right-hand man, but the broker has disappeared by the time Graham reaches his office. Soon after, Tony is visited by Cameron's former secretary, Rita Sinclair, who promises to take him to the gang's hideout. Although the police try to follow, Rita and a henchman kidnap Tony and take him to a roadhouse, where Cameron confronts him. The police discover the trail, however, and arrive in time to prevent Cameron from murdering Tony. The gang is then rounded up with the use of tear gas and machine guns, and Cameron dies while trying to escape. Tony and Ruth are reunited, and happily promise to stick together.
- An opera troupe travels to Monte Carlo where they have been engaged to perform Tosca. During the trip Mario, the tenor, finds a stowaway girl hidden in his cabin and helps her get a passage. Then the Monte Carlo opera owner turns the company down but is willing to know her better, quickly warming Mario's temper.
- Tom plans to revenge his fathers death at the hands of Cleyburn's men. He makes a deal with wanted outlaw the Nighthawk. Then posing as the Nighthawk, he plans to rob Cleyburn until he is bankrupt and also marry his niece Helen leaving him with nothing. But things do not go as planned.
- Major John Peel returns to England, following Napoleon's Waterloo defeat, and renews his acquaintance with Lucy Merrall, but she tells him she is engaged to be married. He later learns that, Cravens, the man she is to marry already has a wife. He also learns that Craven cleaned out Lucy's father in a crooked gambling game, and Lucy is paying the price to hold the family home together.

- In Tokyo, Osen is the servant girl of an unscrupulous antiques dealer, Kumazawa, who takes in the penniless Sokichi Hata. Kumazawa mistreats Sokichi and Osen, while swindling some Buddhist monks out of their temple treasures. When Kumazawa is arrested, Osen agrees to help Sokichi finance his dream of going to medical school. They live in a humble room, and eventually the only way Osen can find enough money for them is to prostitute herself during the day, without Sokichi knowing.

- Austrian Emperor Franz Josef has arranged a marriage for his nephew, the Archduke Paul Gustave - nicknamed Gustl - to the suitable Princess Matilda, a woman Gustl can't even remember. He is instead in love with the Hungarian Countess Zarika Rafay, which Gustl can't tell his uncle since he disapproves of her family. The Emperor will allow Gustl to sow his wild oats before getting married, but that woman needs to be someone "harmless" outside of the royal circle. Since they discuss this situation while at the ballet, Gustl instead tells the Emperor that he is in love with one of the ballerinas, and the one he has chosen somewhat at random is the always distracted Lisl Gluck, who is considered the worst dancer in the company since she is always staring at the man she intends to marry, the ballet company's piano accompanist Toni Berngruber. When Gustl summons Lisl, she is relieved to learn his true intentions - that she is just a front while he cavorts secretly with the Countess (although he tells her nothing of his impending marriage to the Princess) - but less so when she learns that that requires her to live in his royal house. She agrees when Gustl promises to produce Toni's ballet in return. Although Toni knows nothing about the agreement between Lisl and Gustl, Lisl running off with Gustl does not sit well with him, who believes he can get any woman to replace Lisl. As Lisl and Gustl live their separate lives together, they find they have a fun time together, the other being different than those in their own social class. But an incident between Lisl, Toni and Gustl shows Lisl where her true feeling lie, those which were evident to Gustl much earlier. But can a union of an Archduke and a not so good ballerina work, let alone be sanctioned by the royal house?
