- Sam Wilson, Bucky Barnes, Baron Zemo, John Walker, and Karli Morgenthau must all deal with the fall out from their actions.
- After bringing down Walker, Sam and Bucky go their separate ways. But Bucky reunites with Sam in Louisiana, and after meeting with Isaiah, Sam train with the shield to become the next Captain America and stop the Flag Smashers as the launch an attack on a controversial GRC vote,.—Gislef
- Walker runs through an empty railyard, and remembers killing one of the Flag Smashers. He runs into a building, and screams in anger and frustration as he remember his friend Lemar before Karli killed him. Overwhelmed with grief, Walker falls to his knees.
Falcon and Winter Soldier walk in and find Walker, who gets to his feet and says that it's time go to work. He advances on Falcon and Winter Soldier, and insists that he killed because he had to. Winter Soldier says that the man didn't kill Lemar, and Walker shouldn't go down that road because it doesn't end well. Falcon says that it was the heat of the battle and if Walker explains, his superiors may understand.
When Falcon tells Walker to give him the shield, Walker tells them that they don't want to do what comes next. Winter Soldier says that they do, and he and Falcon attack Walker. Walker fights back, fending them off with the shield. He pins Winter Soldier and yells, asking why they're making him fight. He slams Winter Soldier across the room, damaging his bionic arm.
Falcon tells Walker that it isn't him, and Walker says that they could have been a team. After pulling the shield out of Walker's grasp using a grappling line, Falcon tries to grab it but Walker tackles him, slams him to the floor, chokes him, and says that he's Captain America. Walker yanks Falcon's mechanical wings off, grabs the shield, and prepares to use it to kill Falcon.
Winter Soldier recovers and tackles Walker, and the two fight. Falcon runs over and grabs the shield, and manage to yank it off of Walker's arm by triggering his jet pack. Walker insists that it's his, and Winter Soldier beats him unconscious. Falcon flies over and slams into them, and all three get knocked down. Winter Soldier recovers first, picks up the shield, tosses it on the floor next to Falcon, and walks away. Falcon picks up the shield and tries to rub off the bloodstains.
Later, Sam tells Bucky that the GRC conducted raids to find Karli, but only locate her followers. Torres joins them, and Bucky walks off. Sam asks Torres what their next steps are, and Torres says that Walker caused an international incident by killing a foreign national in public. Their superiors are all over it, taking jurisdiction, and Torres sees the damaged wings. As he examines them, he tells Sam that Karli is laying low after what happened. Torres says that all they can do is chill. Sam takes the shield, thanks Torres, tells him to keep the wings, and leaves.
In Washington DC, Walker is brought before a government council and told that he can no longer present himself as a representative of the United States. Walker is stripped of his title as Captain America. The Senate committee doesn't want to hear Walker's testimony, and Walker becomes angry when the senator in charge tells him that it's a mandate with no appeal. Walker rants about how he lived his life by the government's mandates, and did what the government trained him to do. He insists that he did it well, and the senator says that Walker will be given a less-than-honorable discharge, will hold no rank in retirement, and receive no benefits. Walker says that the government built him and he is Captain America, and the senator tells him that he isn't anymore. Walker walks out without a word as the senator tells him to return the shield.
Outside in the hallway, Walker sits and looks at his service medal. His wife tells him that first he should visit Lemar's parents, who need to see Walker. Contessa Valentina Allegra de Fontaine walks up, introduces herself, and says that she would have killed the Flag Smasher as well. The senators aren't mad that Walker killed the man, but are protecting themselves.
Val says that Walker did the right thing by taking the serum, and it's made him valuable to certain people. She tells Walker that his best decision is picking up the phone when she calls him. Before she goes, Val tells Walker that the shield doesn't really belong to the government, says that she'll be in touch, and leaves. There's nothing on the card she leaves with Walker.
At the resettlement camp, Karli and the Flag Smashers walk through the abandoned facility and discover that the GRC shut down the facility because the occupants were aiding and abetting international fugitives. Karli says that the movement is ready, and the GRC isn't going to stop unless they make them.
Bucky finds Zemo at the memorial in Sokovia, and Zemo tells him that he's decided not to kill Bucky. Bucky has a gun, and Zemo tells him that Karli has been radicalized beyond salvation. Sam didn't listen to his warning, and Zemo tells Bucky to kill Karli because it's the only way to keep her from completing her mission. Bucky says that they're going to do it their way, and cocks his pistol. He then aims it at Zemo, and pulls the trigger. The hammer comes down on an empty chamber, and Bucky drops the bullets from his other hand.
The Dora Milaje arrive to take Zemo away, and Zemo tells Bucky that he crossed his name off of Bucky's book and holds no grudges for what Bucky thought he had to do. Zemo says good-bye to Bucky, and the warriors lead him away. Ayo tells Bucky that they will take Zemo to the Raft where he will live out the rest of his days. She advises Bucky to stay out of Wakanda, Bucky agrees, and Ayo walks away. Before she goes, Bucky says that he may have another favor to ask her.
In Baltimore, Sam goes to see Isaiah. Sam is carrying the covered shield, and Isaiah is working his back garden. Isaiah tells Sam to keep the shield covered, as the stars and stripes on it don't mean anything to him. Sam asks what went wrong, and Isaiah says that he used to be like Sam until he saw Black men fight for their country and came home to racism.
Isaiah tells Sam that he couldn't have been Captain America, takes Sam into his house, and shows him photos of his wife and explains that she died while he was in jail. They locked away her letters to Isaiah and told her that Isaiah was dead, and then explains that he and several other Black soldiers got shot up with the serum while being told that it was against tetanus. Some of them start dying, and then two of them got captured and the brass were going to blow up the POW camp to hide the evidence. Isaiah busted out of the facility and brought them back, and it wasn't long until Isaiah was the only one left.
After showing Sam the surgical scars on his chest, Isaiah tells Sam that the government experiment on him for 30 years trying to figure out why the serum worked on Isaiah. A nurse finally took pity on Isaiah, faked reports to have him declared dead, and gave him his wife's letters. Sam insists that they have to tell someone, but Isaiah tells him to leave him dead and nothing has changed. Isaiah says that they were worried his story would get out, so they erased his history like they've been doing for Black men for 500 years. Isaiah tells Sam that they will never let a Black man be Captain America, and if they did, no self-respecting Black man would ever want to.
Sam leaves the house and calls Sarah, and says that he's coming home. He then walks off down the street, carrying the covered shield.
Later in Louisiana, Sam works on the ship's net with his nephews. One of them says that no one will buy it because it costs more to fix. Later in the house, Sam asks his sister why she didn't say something. Sarah says that she didn't want to tell him after he met with Isaiah, and Sam says that he's trying to figure out what it all means. As far as the boat, the buyer Dinh backed out. Sam says that he's going to fix the boat, and he can't do anything but help his family because the government benched them.
Sam's nephew go to school, taking the lunches for other hungry students that Sarah has made. Figuring that his mother did the same, Sam goes to call in a few favors with the neighbors his mother helped. Sam makes some calls and many neighbors chip in to repair the boat. Bucky shows up and uses his bionic strength to help them unload.
Bucky has a metal case, shows it to Sam, and says that soon as Sam signs for it, he'll go. He says that he called in a favor with the Wakandans, just as a pipe starts leaking. Sam goes over to fix it, and Bucky introduces himself to Sarah, and then goes over and fixes the leak for Sam. Bucky vaguely says that the boat is nice, then asks Sam if he wants any help.
Sam and Bucky work on the boat, and discuss whether Karli will quit or double down. Sam says that he's got Torres working on something, and Bucky says that Zemo thought Bucky should kill her. They take a break and drink beers, and Sam tells him to stay with his family rather than crash at a hotel. Bucky agrees, and Sam tells him not to flirt with Sarah.
Walker visits Lemar's parents and sister, and tells them what happened. He claims that Nico killed Lemar, and says that he'd never let the person who killed their son get away. Walker shows the parents a photo of him and Lemar after they came back from their first tour, and the mother says that Lemar is resting easy knowing the man who killed him is dead. She says that Lemar was proud of Walker when the government made him Captain America, and he would tell his parents every day what an honor it was to be Walker's partner. Walker says that it meant the world to him, says that he's sorry, and tells them that he's always there for them if they need him.
Walker walks down the street and see a "Cap is Back" poster.
Sharon calls Batroc and says that if it wasn't for her, he'd still be in the Algerian prison. She tells him that she can pay him double, and asks if he's accepting.
The next day, Bucky wakes up to hear Sam's nephews Cass and AJ mock-fighting, and one of them with the shield. When they see that he's awake, they put the shield back under its cover and run off. Bucky smiles wistfully and looks at the shield on the floor. He goes down to the boat and finds Sam working on the engine. Bucky helps Sam.
Later they work on the water pump on the dock, and Sarah comes up and said that she said that the water pump isn't the problem. Sam says that they were supposed to be done before she woke up, and Sarah tells her brother not to mess with things he doesn't understand. Sarah has them back off and they walk off, jokingly bickering with each other.
Later back at the house, Sam practices with the shield in the yard while Bucky looks on and catches it when it ricochets back. Sam says that it feels weird picking it up, and says that the legacy of the shield is complicated. Bucky admits that he and Steve didn't know how it would feel for a Black man to be handed the shield, and apologizes for his earlier reaction. He tells Sam that what happened with Walker wasn't his fault, and the shield is the closest thing he has left to a family. When Steve retired it, it made Bucky feel like he had nothing left and he questioned everything.
Bucky says that he has the book with the names, and Sam says that he understands, but Steve is gone and it doesn't matter what Steve thought. He says that Bucky has to stop looking to other people to tell him who he is, and asks him if he's still having nightmares. Bucky tells him that he is, and it means that a part of the brainwashed Winter Soldier is still in him.
Sam tells Bucky that he has to do the work to climb out of the hole he's in. He says that Bucky should make the people he's going to feel better, rather than make himself feel better about himself. Bucky tells Sam that it was a good talk, and they shake hands as Bucky tells Sam to call him when he has a lead on Karli. As Bucky goes, they agree that they're not a team but just co-workers.
Later at the boat, Sam goes with a bucket of paint. As he starts to paint the boat, Sarah comes out and her brother says that there's only one last thing to do. As he starts to paint out their parents' names on the bow, Sarah stops him and says that they can't sell the boat even though it's not smart. Sam says that he's happy to hear her say that, and they have to preserve their parents' legacy. He insists that it's their history and they can't lose their fight to keep the boat.
Sam says that he could always tell that Sarah thought he was running away. Sarah says that she never thought that, and that she missed him so much. She points out that he's taken on fights in the world and at home to keep the boat, and that he shouldn't let Isaiah get in his head. Sam figures that there's no point to the pain and sacrifice if he doesn't keep fighting.
Later back at the house, Sam works out in the yard, exercising and practicing with the shield. Finally, he's ready and AJ traces the lines on the shield as Sam holds it, and smiles at him.
Karli and Dovich meet Batroc in a New York City park and he gives Karli a case with grenade. When Dovich objects to working with criminals, Karli tells him that they and Batroc both get payback, Karli then sends a phone signal to the Flag Smashers in the park, and she says that they're going to make sure the GRC vote never happens. When Batroc tells her that he's not part of her movement and is only there to kill Falcon, Karli tells him that he'll get his chance. She signals the Flag Smashers to come over and tells Dovich that tonight they all go to battle.
The GRC is holding the Patch Vote in NYC, and it will move 20 million refugees back to their countries of origin. Sam is watching a newscast about the vote, and gets a call from Torres says that he's been running scans on the Flag Smashers' signals, and got one in NYC. Sam figures the Flag Smashers are targeting the vote, and tells Torres that he'll take it from there.
That night in NYC, the GRC members discuss whether they need a vote or not, or they have enough military in place. The lights go out, and the Flag Smashers move in.
Sam opens the case Bucky brought him earlier from Wakanda, and stares at the contents inside in awe.
In his workshop, Walker forges a new shield. A photo of him and Lemar is taped to the wall, and Walker puts his medal on the strap.
