- After a 2015 explosion at the Torrance refinery rattled Los Angeles County, local activists discover that the blast almost led to a catastrophic release of one of the most toxic chemicals used in refining: Modified Hydrogen Fluoride (MHF). Had the explosion punctured the MHF settler tank, it could have led to significant health implications and potential fatalities in the densely populated urban areas surrounding the refinery. Soon after the incident, a ragtag group of concerned Torrance community members and scientists join forces with environmental justice activists in the nearby neighborhood of Wilmington. Together, they uncover past cover-ups on the part of the oil companies that have overtaken their communities and begin a years-long campaign to demand tighter restrictions and a safer future for their hometowns. Mistakenly believing that public safety officials would legislate in their interest, the activists come to question who their local policymakers are protecting. In the midst of a global climate crisis, and after the Trump administration rolled back a number of environmental regulations, Near Miss examines the activism and legislation in Torrance and Wilmington - while also shedding light on the politics of public safety and environmental health across the US.
