Leader of the Fourth Avenue Tunnel Gang, one of the famous gangs of New
York. When he got involved in politics, he opposed Boss Tweed, but
later joined Tammany Hall under John Kelly. After Kelly's death, he was
Boss of Tammany Hall from 1886-1902. He was considered the most
ruthless of all the Tammany bosses, though not as blatantly corrupt as
Tweed.
