Trying to leave a legacy on his tattered Presidency, Hayes attempted to
clean up the notoriously corrupt Port of New York (which controlled 70%
of the country's commercial income) by removing those who were
responsible for the bribes and kickbacks. One of the individuals that
Hayes removed was Chester A. Arthur who would become President of the
United States within three years.
