Things have been almost frighteningly quiet at this year’s MIPTV international television market, which runs through Wednesday in Cannes, but a trickle of deal announcements suggests that while cutbacks and cost-cutting may be the order of the day, some business is still being done.
French giant Studiocanal on Tuesday unveiled a flurry of territory sales for two new Belgium thrillers, The Crash and 1985, both based on real-life events, that are part of the company’s MIPTV slate.
The Crash is a dramatization of the 1992 airline disaster, in which El Al Flight 1862 to Tel Aviv crashed into two jam-packed residential high-rises in the suburbs of Amsterdam. 1985 tells the story of Belgium’s most notorious, unsolved crime spree involving a series of violent attacks, believed to be carried out by three men, which resulted in the death of 28 people.

The latest from Belgium’s Eyeworks Film & TV Drama and director Wouter Bouvijn – who teamed on Canneseries hits “The Twelve” and “Red Light” – “1985,” sold by Studiocanal, works on multiple levels as a coming-of-age series.
Two young Gendarmarie police recruits, Marc and Franky, and his sis Vicky, a law student and pirate radio DJ, move to Brussels. They are soon caught up in police corruption – insider drug trading, heavy fire arms robbery – and the rise of the brutal Nijvel gang.
Created by Willem Wallyn (“Albatros”), this is the coming-of-age story of three unbreakable friends loss of innocence, and that of a nation in its leaders.
It is also an origins tale, of the forging of the modern age. Belgium’s distrust of its forces of law and order and political class rankles to this day, shared now with other countries, as does its politics of confrontation which Vicky denounces in an on-air monolog in Ep.

Now available in select theaters, virtual cinemas, vod, and digital services is Tailgate, a tense road trip film that Emily highly recommended after recently seeing it as part of the North Bend Film Festival. Here's a brand new clip we've been given exclusively for Daily Dead readers:
"Hans, his wife and two young children, hit the highway on a trip to visit family. After getting stuck behind a slow-moving van, he recklessly starts to antagonize the eerily stoic driver, blaring the horn and riding his bumper. Little does he realize that he’s just crossed the wrong motorist – a deranged madman who sets out to teach Hans a lesson he’ll not soon forget. Lured into an alarming game of vehicular cat and mouse, a simple family road trip turns into a deadly obstacle course in this nerve-wracking, pulse-pounding thriller, an Official Selection at the Sitges Film Festival and FrightFest.

Veteran FBI agents Vincent Serra (Pearce), Linda Amistead (Atwal) and Mexican intelligence liaison Hugo Marquez (Torres) are brought in to investigate the trail of bodies, leading them closer to Alex, but also drawing the ire of local tech mogul Davana Sealman (Bellucci). Lille, France — The Torino Film Lab and Series Mania have announced this year’s nine participating projects in the SeriesLab forum. SeriesLab is a joint venture intended to address one of the most significant challenges facing the European fiction TV industry: Developing screenwriting talent.

YouTube Red is taking a tentative step toward becoming more like Amazon Studios with the announcement of an in-house production that it says will see a theatrical release.
Directed by Iranian-American writer-director Maryam Keshavarz (“Circumstance”), “Vulture Club” stars Susan Sarandon as an ER nurse whose co-workers have no idea that her journalist son has been taken hostage by terrorists. The film also stars Julian Morris (“Pretty Little Liars”), Edie Falco, and Matt Bomer. Producers are J.C. Chandor, Anna Gerb, and Neal Dodson.
While YouTube Red announced that principal photography is complete, details on how it plans to release it in theaters are slim.
“We don’t have any news to report on a theatrical partner at this stage, a YouTube Red representative said. “Perhaps later once we identify a partner.”
This would represent a significant strategy shift for the streaming service. Last year, YouTube Red booked its own one-week runs...

There has been a shake-up to the Belgian tax shelter - one intended to squeeze out the “middlemen” perceived to have abused the system.
The new rules were introduced at the beginning of the year.
Under the revised system, producers are now required to apply for a government license.
“It is not a heavy procedure but the purpose of having a license is that it can be revoked in case of abuse of the system,” said Eyeworks’ Peter Bouckaert, president of the Flanders Film Producers Association.
The new system, operational since January 1st 2015, no longer features the loan, the equity part and the put option. Instead, there is now a Tax Shelter certificate. Investors are offered a tax exemption based on qualifying audiovisual expenditure in Belgium.
Under the old system, 80% of tax shelter financing was raised in the last two months of the year. The aim now is that the financing will be raised in a “more...

D.A. Pennebaker and Chris Hegedus, who are receiving Lifetime Achievement Awards together with Albert Maysles, were among those attending the reception and screening.
Last month, I spoke with the first Chief Prosecutor of the International Criminal Court, Luis Moreno Ocampo about his role in pursuing justice. The E-Team is another important force in collecting evidence to bring to light ongoing violations of human rights.

Well-known both for its political activities and for its long-running film festival, Human Rights Watch becomes the subject of a documentary itself in E-Team. Katy Chevigny and Ross Kauffman's film isn't a broad portrait of the organization. Instead, it focuses on four Europe-based case workers on the Hrw emergency team: Anna Neistat; her husband, Ole Solvang; Peter Bouckaert; and Fred Abrahams. Starting in 2011, they investigated human rights abuses in Syria and Libya. Initially, these are presented almost as if E-Team were a fictional adventure film and Neistat a female Indiana Jones. The emphasis on the team's daring amid mass chaos seems a bit off: This threatens to become yet another film about white Americans and Europeans telling the stories of Thi...

The Belgian Government has moved to reform the country’s highly lucrative but controversial Tax Shelter system.
The move follows recent investigative reports in the Belgian press about “pyramid schemes” being used for film financing.
Industry insiders anticipate that the new version of the Tax Shelter system could be up and running as soon as October this year. However, the changes must be approved by the Council of State, the Belgian Parliament and the European Commission.
The Tax Shelter system, introduced in 2003/04, has made Belgium into a major hub for international co-production. It is calculated to generate at least €200m ($275m) of investment a year into films.
When the system was set up a decade ago, investors faced a small risk. However, intermediaries soon began to offer these investors a guaranteed return. Critics argued that this meant too little of the investment actually reached the producers.

Protesters in Benghazi, a major city in the east, fought the government and won. Now they're building their future. Babak Dehghanpisheh reports from "Free Libya." Plus, shocking photos and videos from Libya's streets.
The young men in the black Toyota Camry speed down the seaside road, the thundering waves unable to drown out the sound of their firing guns. Across the road, a man wearing green camouflage pants and a checkered black-and-white keffiyeh lifts his Ak-47 and blasts an entire clip in the air.
This isn't a battle for control of the town; it's a celebration in eastern Libya which protesters have liberated from the government's control. At the border with Egypt, black graffiti scrawled on a wall tells visitors about the territory they're about to enter: "Free Libya." And proud fighters in mismatched uniforms scramble to have their pictures taken in front of their handiwork. "Imagine somebody has tied...
