- His mother, an Orthodox Christian, and his father, a Maronite Catholic, had settled in Oklahoma for work in petroleum exploration. The family moved to Beirut when Maksoud was in high school. He studied political science at the American University of Beirut, received a law degree from George Washington University, and took graduate studies at the University of Oxford.
- He was a Lebanese-American scholar, journalist, and a prominent representative of the Arab League. He was an envoy of the Arab world to the West, representing Arab concerns at the United Nations and in Washington DC.
