- He was the first openly gay US ambassador. His nomination by President Clinton was blocked for nearly two years by three Republican senators. While the Senate was in recess for Memorial Day 1999, Clinton installed him in the post through a recess appointment that did not require Senate approval. He served as ambassador to Luxembourg for 18 months.
