Good crime thriller with political discrepancies

Warning: Spoilers
This black and white film was produced in the GDR in the early 1970s. The acts of a serial killer in Berlin in 1948, shortly after the end of the Second World War, are cleared up. The perpetrator takes advantage of the sector boundaries and the lack of cooperation between the various authorities. He steals objects from the apartments of his female victims by falsely pretending to be a policeman to the caretakers. The police in the Soviet sector then manage to convict the murderer with their dedicated work. Good actors in a carefully staged and quite exciting crime thriller.

Unfortunately, the film is not free from GDR-propaganda. The blame for the problems is unilaterally placed on the western allies, whose characters are also shown very negatively. This is clearly annoying in several places.
