Having only secured six votes at the local by-election - much to Shirley's Dad's amusement - Wolfie decides to make a political statement and kidnap the successful Tory MP, David West. Unfortunately things do not go as planned since initially his wife does not want him back and refuses to pay a ransom and then Wolfie discovers that, instead of his intended victim, he has erroneously kidnapped the local racketeer Harry Fenning, who is not amused.

Whilst performing at the pub Wolfie attracts the attention of the wealthy Caroline, who invites him to a party at her aristocratic father's house. However Ken has begun dating Phillipa, Caroline's down to earth friend, who warns them that the only reason Wolfie has been invited is so that Caroline and her obnoxious brother Gavin can humiliate him. Thus Wolfie, armed with a socially biting song, some muscle from Harry and a goodly supply of laxative which with to lace the punch, is ready to turn the tables on them.

With Christmas coming and both of them penniless Wolfie gets Ken to pray for some money for them and the prayer seems fulfilled when they notice two of the stamps on the sheet they bought appear to have an imperfection and should be valuable so Dad gives them to stamp expert Uncle Arthur to inspect for them. Christmas Day comes round with presents going to the wrong - but happy - recipients and a visit from Uncle Arthur but he does not bring the news everybody wanted.

Wolfie is told that he must accept work or else lose his social security benefits so he reluctantly starts at an electrical goods factory - only to find that Shirley's Dad is his boss. Appalled that there is no trade union he brings the factory out on strike, with the result that all the staff must now join a union - including an unenthusiastic Dad but with Dad seeking revenge by giving Wolfie the worst jobs there is only one thing to do - resign!

After a night's heavy drinking Wolfie, Ken, Tucker and Speed wake up on Salisbury Plain to fins a tank that has been left behind from an army exercise, so Wolfie decides that they should make a statement by driving it to the Houses of Parliament - which they do, only to find them empty due to the summer recess. Wolfie then hides it in Dad's garage - which does not bode well for Dad's garden gnomes.

Christmas is coming and when Shirley rings Dad to wish him the season's greetings Wolfie realizes that he misses her and organizes a pub raffle with a fake Van Gogh as the prize to finance a trip to Italy to see her. After Ken has had an encounter with a bathing beauty in Nice and they are mistaken for drug smugglers by the Italian police the pair arrive in Rimini - to find that Shirley is now engaged to a very wealthy local. Wolfie takes a suitable revenge.

Wolfie's old school-mate Rick Holmes, now a successful record producer, returns to Tooting to hold auditions for a new group whom he intends to take back to Los Angeles with him. Wolfie is one of the successful applicants and says his goodbyes. Shirley is heart-broken until Wolfie appears to tell her the he has changed his mind and will not be leaving after all - though the decision was rather forced on him since Rick was arrested for fraud - taking money from the hopefuls seeking to join the non-existent band and then running off with it.

Wolfie Smith believes the time is right for the citizens of Tooting to rise up against the Tory government though his placid, spiritual friend Ken is not convinced. His zeal is also lost on long time girlfriend Shirley who mistakes the crocodile tooth necklace he gives her for her birthday for a token of their engagement. Her father is not impressed by the sound of his daughter's young man.

Ken is passing the time as a pavement artist and brings home a paving slab with one of his paintings on it. When a well-dressed man in a Rolls Royce arrives at the house Wolfie assumes he is a council official come to complain and launches into a tirade but soon changes his tune when the man turns out to be an art dealer prepared to pay five hundred pounds for the slab. Unfortunately Wolfie has put it in the potting shed from where Dad has taken it and broken it up to be part of his crazy paving.

Wolfie learns that a motorway is to be built through his beloved Tooting and, since Dad's factory is involved, he and his group, all masked, break in to steal the blue-print and leak it to the press. However Wolfie encounters Ronnie and his crooks, also masked, who have broken in to steal the safe and accidentally sets off the alarm, causing all parties to run. The motorway plan is defeated - to Ronnie's annoyance since his firm had a vested interest in it - and to make matters worse Ronnie catches Wolfie in a compromising position with his seductive younger wife Mandy. Thus Citizen Smith is forced to go on the run.
