The pilot's filming took place during the Los Angeles summer Olympics with locations in San Pedro and in Long Beach. The freeway traffic was not congested as predicted nor as anticipated. Transportation from the 20th Century Fox City studio to the waterfront district of San Pedro was a direct flow without any problems. Studio stages provided the interior sets. After the pilot was filmed, the series filming immediately followed. Glenn Larson was in a battle with Fox Television Division over budget problems. One of the main series permanent sets was described as a fashion photographer's studio loft. Due to budget constraints, this set had become the battle's focus because of overtime construction expense, delivering the set earlier than had been planned. The morning the set was to be filmed, Glenn Larson demanded that the set be "covered up" with plants from the studio's green house. The director and the DP were told they could not film the finished set. The scene had to be staged in the jungle covering and filling the set area. The following episode filmed two weeks later, the green jungle disappeared, and the photographer's loft provided a new scenario for intrigue.
