Scrappy falls asleep listening to a radio story about a by who stops the clocks so he won't have to go to school the next day. When he does the same, everything in the world stops moving.
It's one of those mixed cartoon/live action efforts and it is a fairly imaginative one, even if the syrupy tones of the radio announcer get on my nerves. It's funny to watch Scrappy running down a street where photographs of people caught in mid-action form the background. It's also cheaper to produce.
