Tom and Jerry -- not to be confused with MGM's cat-and-mouse series -- was Van Beuren's best series. A Mutt and Jeff sort of combination, they were placed in various settings in which they could perform appropriate gags and perform a song or two. Although the art was simple and cheap, the frequently bizarre situations that they were placed in lent an air of absurdity to the series.
This is not one of their best efforts, since they are a air of incompetent plumbers. The first half, with a series of standard but well-executed rubber-tube animation gags is pretty good; it is paced like a silent cartoon and co-directors John Foster and Vernon Stallings had been in the business long enough to understand how to pace the cartoon. About halfway through, however, they sing the episode's song, "We're Glad that We Are Plumbers", and after that the execution loses its snap.
