Paramount's cartoon division, Famous Studios, was about to close down its Noveltoons marque when this cartoon about a dog who takes photos for a newspaper came out. They would turn out only two more before retiring the brand.
Although this is a competently rendered cartoon, with some interesting although out of date voice work -- the hoodlum that the cameraman pursues is voiced by Sid Raymond as Edward G. Robinson in LITTLE CAESAR; the newspaper editor as Walter Winchell -- there isn't much done with the fact that all the characters are dogs. There are a couple of gags early on, involving the newspaper's name and the shape of the building it is housed in, and after that, the idea of dogs running around on their hind legs, dressed in suits quickly becomes commonplace. No really worth your time.
