This is a Mister Magoo short from UPA. There will be spoilers ahead:
This Mister Magoo short is just average, at best. It has a few nice bits, but it has a paint-by-numbers feel to it all the way through. Magoo needs to get his driver's license renewed and someone with the motor vehicle division offers to "help" him get a license with no driving test for a "fee". Magoo refuses to deal and goes down to renew his license.
Being Magoo, he mistakes a maternity hospital for the motor vehicle building. The standard gags revolving around his nearsightedness crop up there and then Magoo winds up at the real office, where the same guy tries again to offer his help.
Rebuffed a second time, he takes Magoo out for a driving test, which turns into a nightmare for the guy. Magoo ultimately winds up back at the maternity hospital where there's the best gag in the short, the ending, which I won't spoil.
Shout! Factory recently released a box set of all the Magoo theatricals and a Magoo feature film. The box set itself is excellent and is recommended.
