St. Peter stands in the clouds and thumbs for a ride, but the moustache-twirling villain zooms by him. He responds by flipping off the pilot. A few moments later, after Willie has given him a lift, St. Peter flips off the evil pilot again.
This short subject was produced just before the introduction of the Hays Code, which imposed strict standards on filmmakers.

The Air Race (1933), in which St. Peter flips off the villainous pilot and does an outrageously effeminate imitation of Mae West.
