Reverend Timothy Neal ( Dan Mason ) moves to the city with his daughter Esther ( Gladys Hulette ) after giving up his ministry hoping to sell books to earn a living. Esther takes a job at the town newspaper owned by Amos Winthrop ( J.H. Gilmour ). Winthrop's son Roy ( William Parke Jr. ) and Allen Stone ( Chester Barnett ) also work for the newspaper, however, Allen opposes the paper's policy of yellow journalism which has been driving away advertisers; while Roy who favours sensationalism, grabs the opportunity to publish a scandal involving Rose Lawlor ( Joyce Fair ) the daughter of the owner of the town's largest department store. Esther quashes the story by burning the copy and smashing the type, she wins the gratitude of Mr. Lawlor who gives the paper his advertising patronage. Angered with his son for resorting to scandal, Winthrop fires him and promotes Allen to manager of the paper. With his new position secure, Allen then proposes marriage to Esther.

This 1917 drama starred the now forgotten actress Gladys Hulette who can be considered one of the pioneers of early film. Her career was diverse and she was a very accomplished actress at an early age. Over the Hill is sadly listed as unknown on the list of lost silent films.
