An overreach by Buck

Buck Adams was a pornographer with recurring Crossover Dreams, and "Public Enemy" is one of his attempts to make a porno/action movie, perhaps to get mainstream exposure.

Alas, it's poorly done -not in the usual lack of trying hard, but in this case overdoing it. His mixture of tough talk, explicit sex, and strong violence would be censored nowadays and just doesn't play well.

With Ray Victory and Sean Michaels prominent in the cast as tough cops and hot shots in bed, it plays much like a latter-day blaxploitation movie. They're the ruthless good guys, while Buck is a laughably exaggerated bad guy, heavily racist (tossing around the N word a lot), misogynist and bloodthirsty.

I had never heard of this film and it doesn't have any reputation, but it might have been controversial at the time. Two name actors in the cast, Sean Michaels and Waayne Summers, have fictitious names in the credits that I was able to identify over 3 decades late.

Carol Cummings is one tough babe bedding down with both good and bad guys. Michaels' girlfriend Mia Powers is a poor actress, whose porn career went nowhere.

Fans of overacting and sheer hubris by actor-director Buck Adams won't want to miss this fiasco.
