This short actuality of a military operation in the Philippines -- getting some mules across the Agno River -- is not historic in film terms; as early as 1896, the Lumieres' cameramen had photographed DRAGOONS CROSSING THE SAONE. However all news is local and important history is about people you care about, so American troopers outranked French heavy cavalry, at least in America.
The composition is good, but in order to show the vast breadth of the river, the piece is shot at too great a distance and takes too long. Given this is a 45-second film, this indicates the lack of sophistication of American cameramen at this stage of film.
