Sunil Shetty was a big star in the 1990s because of several successful action films. However, he was slowly shedding his action image by the late 1990s. During the late 1990s, Sunil acted in commercially successful films such as Border(1997), Bhai(1997), Vinashak(1998) etc. Border received a lot of acclaim and Hu Tu Tu(1999) was a major critical success despite being a commercial flop. During these times Sunil was slowly shifting from mindless action films like Judge Mujrim(1997) and Dhaal(1997) which flopped. However, Sunil still hadn't finished his set of backlog films which were long delayed flicks. There was a Sunil Shetty starer which started in 1992 and finally released in 1999. This flick was Kala Samrajya(1999).

Kala Samrajya(1999) was a typical action flick which went unnoticed in 1999 and I can see the reason why. The film has the same age old story of a heroine who is forced to marry the villain. The villain vows to make him fall for her before he touches her. The heroine gets saved by the hero after a long and stretched typical plot.

Direction by Deepak Behry is decent in parts. He takes a typical plot and handles it decently but the second half keeps moving aimlessly and the film becomes tiring. The first half is good with some good scenes. Puri's introduction, Sunil's introduction, and their bonding is well shown. However, post that, the film gets boring. There are very few engaging scenes the second half nosedives completely. The romance between Sunil and Monica is hardly convincing. There are a few good scenes here and there like Puri finding out the truth and punishing Sunil Shetty but its overdone. The rest of the film is predictable and the action packed climax lacks the punch. It is hard to digest that Puri's goons somehow find out Sunil's location near some kind of temple. The climax is equally bizarre because Sunil somehow reaches the right place and saves his love.

Sunil Shetty is decent but his performance is nothing to shout about. The film got delayed so Sunil's look changes in some scenes. He has the early-mind 1990s look for most of the film. However, he suddenly gets the extreme late 1990s look towards the climax. This sort of makes his performance inconsistent but he is still decent. Monica Bedi looks beautiful but acts poorly. Her diction is nothing great and her expressions are out of the place. Her acting is terrible when she has to shout and express her pain. Amrish Puri is good but he overdoes it terribly in several scenes. He does his job effectively in parts. Sheeba has one song to show her body but she has nothing to do in the rest of the movie. The rest provide average support.

Music is very average with no memorable songs. Action is decent but overdone in some portions of the movie. In general, Kala Samrajya is disappointing but it can still be watched once.
