The film started in 1992 when Sunil's first film became a hit at the box office. It was named Kala Samrajya during it's 1994 release but the film didn't find any distributors and was incomplete in a few parts so the film was finally completed and released under the same name Kala Samrajya in 1999. In short, the film was delayed by 7 years.
Several scenes are heavily inspired from Revenge, a 1990 Hollywood film.
Kevin Costner's Revenge was also inspiration for Shah Rukh Khan's Koyla and Hrithik Roshan's Kites.
Sunil Shetty and Amrish Puri were unable to dub for a few scenes. Rather than hire a dubbing artiste, they opted to release the film as is with the actual scene with out any dubbing done.
When the film was first announced in 1992, It was titled Samraja and was to be directed by Vikram Bhatt.
