Good kiddies Speedway drama

I remember seeing this as a child in the 1970's on I believe the BBC though it could have been ITV but it definitely was in the UK. It was a drama set in a small town where the main pastime of the populace was watching the town's Speedway team. For those that don't know Speedway is 4 laps round a dirt track. A meeting is made up of about 20 heats. The local team was called the Barons. Todd Edwards was the villain who was blackmailing the hero's father, who was an ex speedway driver, over the fact that not everything had been done strictly by the book. Although it dealt with rather adult themes of blackmail and extortion I remember this as rather a good drama which was actually a good way of introducing children to villainy. Our hero is framed for an attack on a gym and his girlfriend ends up being kidnapped. It all has a happy ending which I can't remember !!! Wouldn't mind seeing it again though I doubt I'll get the chance.
