Ryan Chappelle : Yes, I believe he is but his operating outside our authority

President David Palmer : [With Mike and Jenny sitting nearby] I see
Vice President Jim Prescott : And also I've tendered my resignation effective immediately and those members who voted against you have also agreed to resign
President David Palmer : Jim, gentlemen, and ladies. We came dangerously close to war today, that all of us reacted emotionally to the nuclear detonation is understandable but leaders are required to have patience beyond human limits. The kind of action we nearly took should only be exercised after all other avenues have been exhausted, after the strictest standard of proof has been met. By casting me aside so quickly, you have lowered those standards and that was a profound mistake. It was not however a mistake you're likely to make again. Therefore I do not accept your resignation, we have a nation to heal today and all of you play a vital role in that healing process

Mike Novick : Apparently his part of a consortium of oil interests with contracts in the Caspian Sea
Vice President Jim Prescott : So what're you saying? An oil consortium is behind the nuke?
Mike Novick : Jack Bauer believes he can get a confession with Kingsley, his set up a live audio feed
Vice President Jim Prescott : [after looking at his watch] our bombers are due to drop their payloads in less than twenty minutes

President David Palmer : [after walking into the room] what's going on?
Mike Novick : The President and I thought that you should be a part of this along with Prescott and the Attorney General, we'll be listening to a live feed
President David Palmer : Of what?
President David Palmer : A sting operation of Peter Kingsley. It appears he was the architect of today's bombing and the delivery of the Cypress audio
President David Palmer : Bauer found Kingsley?
Mike Novick : Yes but it won't be Bauer who talks with Kingsley
President David Palmer : Well, what difference does it make? As long as we get him to incriminate himself
President David Palmer : [after noticing he becomes silent] what is it?
Mike Novick : It's Sherry who will be talking with Kingsley
President David Palmer : I don't understand
Mike Novick : It seems Kingsley "recruited" her some months ago. She was a part of this
President David Palmer : Sherry? Working with this man Kingsley?
Mike Novick : It appears that way Sir
President David Palmer : To detonate a nuclear bomb and start a war? No!
Mike Novick : Its unclear how much she knew or how deep she was in it. We just have to hope if she can extract a confession from Kingsley
President David Palmer : Now Sherry is working with Jack Bauer to bring down Kingsley?
Mike Novick : Yes and at considerable risk to herself
