President David Palmer : We understand that we don't know whether this is a dirty bomb or something bigger: give me the worst case scenario
Eric Rayburn : Alright, worst case scenario. Stolen soviet nuclear warhead properly configured triggered detonated five hundred feet above the city approximately one hundred square miles would be irradiated within seconds. Apart from the loss of life, this kind of blow would have global repercussions that would last for years
President David Palmer : Thank you Eric
Eric Rayburn : What would you like to do about the Joint Chiefs Sir? Their representatives are waiting to hear from you
President David Palmer : I'm not ready to speak to them yet
Eric Rayburn : Mr. President, if I could "suggest" if you could start the dialog?
President David Palmer : At this point, this is not a military operation. It is a "potential" terrorist attack. That's the way I'm going to approach it

Lynne Kresge : I didn't think so and the Secretary of State called and their expecting to speak to you in five minutes
President David Palmer : Cancel it
Lynne Kresge : Yes sir
President David Palmer : I thought I was clear earlier that we are not to burn time and energy on response

Eric Rayburn : Then why is there a conference call set up with the Joint Chiefs?
Eric Rayburn : Oh, I put that in place in case you changed your mind, it takes time to coordinate
President David Palmer : Don't second guess me. Today's going to be a very long day and I don't want my own people working against me
