Karen Hayes : It's done, the decision's been made and I know neither one of us wants this transition to interfere with ongoing protocols, so let's keep it between us. At least until this crisis plays out

Audrey Raines : [Talking privately] Homeland has been overly aggressive in their survey: what is going on?
Bill Buchanan : Nothing, it's just a formality, they'll be gone as soon as they finish their evaluation. Where are we on the military mobilization?
Audrey Raines : Martial Law is in effect in nine out of the fifteen LA districts, there are checkpoints throughout the city right now
Bill Buchanan : The President's done the right thing

Karen Hayes : [while in Bill's office] give me details of the current threat assessment?
Bill Buchanan : There's a high probability Bierko is planning an attack on a much larger scale than anything we've seen today. That's why he targeted CTU: cripple our ability to stop him
Karen Hayes : And the question is, was he successful? When you look at the numbers, you were harder hit than you thought
Bill Buchanan : We're still functioning, maybe not at a hundred percent, when you install the people I asked for, we'll be back to fighting strength
Karen Hayes : Have you made any progress finding Bierko?
Bill Buchanan : We've identified a woman who might lead us to him: Collette Stenger

Chloe O'Brian : [after entering the Situation room] what's going on?
Karen Hayes : Why don't you tell us?
Chloe O'Brian : I don't know
Karen Hayes : We've got you hacking into a top secret NSA archive
Chloe O'Brian : I don't know what you're talking about
Miles Papazian : [to Chloe] I pulled a mirrored archive of your web traffic: whatever you took from NSA was uploaded to Jack Bauer's remote node
Karen Hayes : Tell us exactly what document you passed to Jack Bauer
Bill Buchanan : [after Chloe doesn't say anything] this going to get much worse if you force me to have NSA to run a back trace, what is it?
Chloe O'Brian : Jack needed the "wet list"
Karen Hayes : [Shocked] what? Why on earth would you give him that?
Chloe O'Brian : Theo Stoller wouldn't lead us to Collette Stenger without it
Bill Buchanan : Giving that list to another intelligence agency could be disastrous: years of work could be rendered useless. Our own agents could be exposed
Chloe O'Brian : Jack needed it ok?
Bill Buchanan : [Raises his voice] no, it's not ok
Karen Hayes : [to Bill] and you expected us to give your agents a chance?

Bill Buchanan : [Over the speakerphone in the Situation room] it's Bill, Karen Hayes is here as well. If you're with Theo Stoller, get some place you can talk privately
Jack Bauer : [Over the speakerphone on his cell phone as Stoller listens] I can't, we're in the middle of an operation, if I move, and I'll jeopardize our position
Karen Hayes : Then you'll have to have this conversation in front of him: have you given him the "wet list" yet?
Jack Bauer : Yes
Karen Hayes : Has he given it to German Intelligence?
Jack Bauer : No
Karen Hayes : [Before Jack and Theo draw their guns on each other] then get it back now
Jack Bauer : I can't, if I do that Stoller won't cooperate, and then we'll lose Collette Stenger. Bill, would you explain this to her?
Karen Hayes : It's not his decision: it's not his decision. Retrieve the "wet list" now or I will order Agent Manning and his team to do it
Jack Bauer : Right now Collette Stenger is our only connection to Bierko, if you blow this operation, you will be responsible for every life lost in his next attack
Karen Hayes : I don't like to be threatened
Jack Bauer : That's not a threat, that's a fact
Karen Hayes : German Intelligence will move preemptively in on people we have been watching for years: our ability to prevent terrorist attacks will be severely threatened
Jack Bauer : And that's risk we'll have to take. Right now we have to deal with "this" situation
Karen Hayes : It's not your call, it's not mine either. We need authorization from the President
Jack Bauer : Then get it
Jack Bauer : [after Curtis informs him Stenger is arriving at their location] we have a possible suspect approaching. Ms. Hayes, are you telling me I have to abort this operation? Yes or no? This is your call
Karen Hayes : You don't know for certain this woman will lead us to Bierko
Jack Bauer : No, not for certain. Right now she's our only lead, are you willing to take this chance?
Karen Hayes : You left me no choice: proceed but you have severely compromised this situation and I promise you, there will be repercussions
