Polk County, TX is shown to be in a desert area which would be found in West Texas, The real Polk County is in eastern central Texas, closer to Louisiana, in a heavily forested region. Polk County is a fictional county in this episode, and counties with same names do exist in the U.S.A.
The deputy is shot and falls prone next to the highway patrol helicopter. When the helicopter takes off a few seconds later the body is gone. It is possible that he was only wounded and had managed to walk away.

As Airwolf shoots up the sheriff, there is a shot of Caitlin's helicopter without the rotor turning. After Airwolf blows up the sheriff's department, Caitlin's helicopter's main rotor is spinning full speed.

It makes no sense why Hawke would finally kill the Sheriff. Caitlin was already in her chopper, the sheriff's deputies had already fled the compound and Hawke was covering Caitlin against the gunfire. He could have waited until she lifted off and did not need to kill the sheriff.
