Transitions between scenes in film and television are punctuated by different types of edits. Most common are quick cuts, lap-dissolves, fades, and a host of motion graphics for special effects. They can be very subtle ways of punctuating stories emotionally, which the viewer is not aware of. In this case, whenever the plot is about to contradict itself, a graphic image-flip is used between one scene and another to subtly suggest that the story is going to turn on a dime.
The show's writers decided that Bradford would not be a simple con-man of the villainous type. When he agrees with Andy to stay only a couple of days and says reverently that he will "...then go forth with new worlds to conquer!," and the sincerity of his idea of turning Bee's ice cream into a national chain demonstrates that he is not a criminal, but just a seriously deluded personality.
The building front that Bradford is walking by when Clara flags him down is the same one used for Dr. Peterson's office in "A New Doctor in Town."
