Thomas Phillip "Tip" O'Neill Jr. was an American politician who served as the 47th Speaker of the United States House of Representatives from 1977 to 1987. As a Democrat, he represented northern Boston, Massachusetts.
The title refers to the Latin legal term "Nolo contendere" a plea in a criminal court case, also known as no contest which is a guilty plea without admitting guilt.
Actresses Shelley Long and Tessa Richarde (competing in the contest for best waitress) had both been part of a 1980's sex comedy where the main character, a young man, sets out to lose his virginity. Long co-starred with a non-famous Tom Cruise in Losin' It, and Richarde was part of The Last American Virgin ensemble.
