- When mindless Dharma runs after a man to 'return' a wallet he obviously just stole, before the police and worried Greg catch up she has accidentally made a citizen arrest. For once her cupid-meddling with young cops Billa and Ellen makes both couples spend time as friends, with a major drawback: the police are Larry's very idea of incarnated evil authority, incompatible with planning Abby's birthday 'surprise' party, so they end up staging one each, in adjoining rooms.—KGF Vissers
- Dharma's makes friends with two police officers (Bill (Andy Comeau) & Ellen (Sara Mornell)) after she helped them catch a thief, when she accidentally chases him down after she thought he dropped his own wallet. This gets her anti-establishment father Larry, who calls cops the unwitting implementer of the oppressive system that makes poor men desperate and forces them to steal, hot under the collar. Dharma and Larry are planning Abby's surprise Birthday party. Dharma wants to bake the cake, as Larry doesn't know how to bake a cake.
The cops come by Dharma's home and bring her a gift. Larry and Abby are having dinner at Dharma's at the same time. Larry is angry to know that Dharma is friends with cops. Larry says that Dharma is spitting in the face of everything he taught her. Larry asks Dharma to choose, and Dharma says that Larry is wrong about her new friends. Larry decides to leave.
The family feud threatens to ruin Abby's surprise birthday party.
Meanwhile Dharma uses her new friends to mess with Jane and Pete by pulling them over, while they were driving, for nothing at all. Pete is afraid to lose his license, and so he switches places with Jane. Jane doesn't even have a license.
Greg tries to reason with Larry for Dharma and tries to get them to patch up. But both of them are adamant, Larry won't forgive cops ever. Larry says that he has no daughter. Larry calls cops the steel toe, of the jackboot of the establishment. Greg says that Larry found it in his heart to forgive him, even though he worked for the Government. Larry says that he was beaten by batons, and dogs and gassed, tagged and dragged off to jail because his opinions were not acceptable. Dharma says that Larry is wrong about these 2 particular cops. She says that she has heard Larry's arguments all her life, and she knows that he is wrong this time.
Larry decides to throw the party for Abby all by himself. Larry hates it to the extent that they throw separate Birthday parties for Abby. Abby begs them to bury their differences and merge their parties together. Larry's party is in the kitchen, while Dharma's party is in Dharma's old room. Abby says that it's her birthday and wants Dharma to make the first approach to Larry. Larry wants the party to be in the kitchen. Dharma says that she has Chinese food and 3 kinds of pasta at her party.
All the guests from Larry's party go to Dharma's, but Larry still won't budge. The cop friends also attend Dharma's party for Abby. They brought an antique quilt for Abby as a gift. Larry is livid and says that the only way cops enter his house is with a warrant and with a battering ram. Larry gets a heart attack while arguing, when he realizes that his whole family has turned against him.
Dharma's cop friends take him to hospital. Turns out it was gas. Dharma and Larry make up and have a hot dog together.
