Dr Martel is still trying to get used to normal life. That is life in occupied Guernsey.

The controlling committee want Martel back as the health officer. He angrily refuses.

Even Richter finds him acceptable in comparison to the other contenders for the post. The problem is how do you get Martel back in.

The solution comes up when a young German officer gives an order to ration the island's water supplies.

This is done in response to diesel being wasted on a farm selling produce exclusively to Germans. George Trenett is the bad tempered farmer dealing with the Germans. Knowing that he will always be unpopular with the locals but he is making good money.

Maybe the impact on public health by the water rationing will draw Martel back in.

A good game of chess is played by various characters, all of them wanting to entice Dr Martel back for their own reasons. Even Martel realises what they are up to but his passion for justice burns through.

A young David Hayman plays the German officer investigating the loss of the diesel. John Rhys-Davies plays the rotund Trenett, a farmer who has yet to lose weight like the other islanders.
