Fraser, desperate to find a mate, pays a woman 10,000 dollars to hook him up with possible women. We are made privy to the dates, and they are disastrous. The other plot element involves Niles and Daphne meeting a couple of yuppie soon to be parents. They are into all kinds of new age birthing, and, so, our pretentious friends decide to follow suit. There is quite a learning curve for both Frasier and our favorite couple.

With only a few episodes remaining of the show the writers probably felt they could now (finally!) naviage the character of Frasier Crane towards his end point, and that means giving him a love interest who he might just be able to go off into the sunset with.
Step forward then Laura Linney as Charlotte, a dating guide, who we know from the first minute will probably end up being that said interest.
Having seen Frasier go through so many potentials over the eleven year run I think the audience had a good idea what sort of person he should be with, and Charlotte does tick a few of the boxes. I'm not totally convinced, but then again I haven't been convinced of much in terms of 'Frasier' from the eighth series onwards...
The Daphne/Niles plot is fine, offering some nice laughs.
A bit like 'Boo!' a few episodes ago, this is an important episode to drive the show on, but isn't an example of it at its best.
