  Narrator : Every traffic violator has his own personal excuse for breaking the law, but the Highway Patrol is trained to recognize the difference between excuses and reasons. Usually the reasons involve lack of judgment, carelessness. But on October ninth, Officer Len Dorsey spotted a driver exceeding the speed limit for another reason: fear motivated by guilt.
