Hogan must be able to gain access to the well and the only way of doing that is to make the camp need water. So after blowing up the water plant in town, the camp needs emergency water. Now Klink will let the men have tools to dig in order to get water. little does he know that the main objective is the code book.
The story did involve a different type of obstacle for the gang to overcome, but for some reason just did not play as well as expected. The situation was really not that exciting and made the action seem slow. The best part of the story was the lines between Klink and Burkhalter that always are funny. Other than those lines it just was not that interesting.
