Amazo's lack of green "tights", "skullcap", and pointed ears to make his body appear human only in shape, and his ability to cause weaponry (and wings) to sprout from his form is not taken from the DC Comics so may be a reference to the Marvel Comics villain the Super-Adaptoid.
There is a vast difference in appearance between the Amazo from DC comics and this Amazo. There is also a difference in abilities; in the comics Amazo would have to reabsorb abilities, seeing as he couldn't retain them permanently. Some versions were also limited in the amount of abilities that they could absorb, by this Amazo can retain limitless amounts of abilities permanently.
Luthor's folding his armor to fit in a briefcase is a possible reference to the Marvel Comics hero Iron Man since he often did this with his armor.
The episode title "Tabula Rasa" is Latin and frequently translated as "Clean Slate". This is to describe the android as he first starts out with no special abilities or knowledge and builds as he goes along.
