A young man is run over by a member of a neighborhood law enforcement committee, but the police and the crown prosecution service decide there is insufficient evidence to charge the driver. The boy's mother decides to pursue a private prosecution and Kavanagh agrees to take on the case despite his own view that the defense may not have a case to answer. The young man had a history of getting into trouble with the police but had been at a pub just prior to being run down. Kavanagh must prove that this is nothing less than a case in vigilantism. Things at home are strained when Matt seems to be getting into trouble at school.
