In Probity, Arkansas, the DA Gordon Roberts is investigating Miss Penny Plott, who has been the owner of the local daycare for many years and now is charged of child abuse. Frank Black is with Jordan at a department store buying sneakers for her. She throws a tantrum on Frank that reprimands her. Peter Watts asks Frank to go to Probity since the Group was hired by DA Roberts to trace the profile of Miss Plott. Frank poses as a father and visits the daycare, but psychologist Lara Means interrupts him since she was hired to represent Penny. Out of the blue, the boy Jason Wells stops breathing and dies. Meanwhile, Jordan bleeds while brushing her teeth and Catherine takes her to the dentist, who believes she was beaten. Frank, Lara and Roberts interview the children and Danielle Barbakow denounces Penny for Jason's death. Penny Plott is accused and arrested for child abuse but released on bail. Soon Frank and Lara find that both work for the Millennium Group and conclude that Danielle is the responsible for Jason's death. When they go to visit Danielle at home, she hits herself and accuses Frank of hitting her. Frank is arrested and his situation complicates when the dentist reports that Jordan may have been submitted to child abuse by Frank. Now Lara looks for evidence to prove Frank's innocence.
"Monster" is finally a good episode of the Second Season of "Millennium". The plot is mysterious and does not explain why Frank Black and Lara Means where sent by the Millenium Group to investigate the same case with different views in the beginning. The evil girl Danielle Barbakow is scary and Catherine Black the great disappointment of this season. As recalled by another user, the storyline seems to be inspired on "These Three" (1936) and "The Children's Hour" (1961). My vote is seven.
