A woman falls for a rap star and ends up having cocaine in her car. She expects that he cares enough to admit it was his. The female detectives go to an apartment that is filled with rats and filth. They find three children there, living in this filth. The mother is a junkie and it is discovered there is an infant whom she doesn't have with her. The boss's wife is found dead in her car from an overdose of heroin. Andy and Connie move into her apartment. Theo is not happy.

An attempted carjacking that actually might not be a carjacking when cocaine is discovered, a case about kids living in an hellhole of an apartment - rats crawling everywhere, dishes overflowing, etc. - with a baby still missing...the cases on NYPD Blue are never boring or formulaic.
The McDowell/Ortiz partnership goes from strength to strength. Charlotte Ross and Jacqueline Obradors have developed a very good chemistry.
Lieutenant Rodriguez has to deal with some personal tragedy. Cops in Queens call him to a crime scene, where he finds that his ex-wife/current girlfriend has died of a suspected overdose. Sadly, not surprised. The writing had been on the wall for a few episodes. You could see that something was going to happen. But the arc has definitely humanised Esai Morales' Rodriguez.
