A British ex-submariner raises an abandoned Nazi U-boat and threatens to use its deadly cargo against the U. S. unless they give in to his extortion demands.
There's a bit of cat and mouse shenanigans going on once Steve smuggles himself into the submarine using his bionic powers. There's some good tension, mainly coming from the actor playing the ex-submariner, who is quite bitter that after the war that he lost his business and wife ... because of this he's willing to kill many if he doesn't get ransom. The submarine set pieces are convincing, though the plot can get repetitive with Steve getting caught a few times.
