Susan Silverman works with a group that deals with illegal immigrants from south and central America.

Spenser wants to find the father of a boy killed in a car accident.

The father has disappeared but was involved as a casual labourer at the waterfront. The dockyard boss exploits migrant workers who cannot complain about their treatment as they are undocumented.

Spenser: For Hire looks at the subject of illegal immigrants 1980s style. Spenser is initially on the side of law enforcement.

Then he finds out that immigration enforcement officials are corrupt and deny the migrants their basic legal rights. Then there are the employers who take advantage of them.

I guess over the decades, the situation has got worse. Sci fi shows such as Star Trek: Picard have taken a caustic stance against immigration officials.

There is an early role for Jimmy Smits as well as heavyweight boxing contender Gerry Cooney.
