- During Worf's crisis of faith on Boreth, Kahless the Unforgettable makes his promised legendary return, but Klingon leader Gowron challenges his authenticity.
- Worf is having a crisis of faith after his return from the Carraya system, the Romulan camp where Klingons and Romulans lived in cultural harmony. He is neglecting his duties on the ship. He is performing sacred Klingon ritual in his cabin. Worf had talked to the young Klingons about how Kahless had united their people long ago and how he had promised to return. In the rituals he was trying to summon a vision of Kahless. Worf questions the strength of his own beliefs.
Worf takes leave to visit Boreth, the system where Kahless had promised to return and where his faithful await. Boreth is only 12 days away by shuttle. But even after 10 days of chanting and meditation on Boreth, Worf gets no visions of Kahless. The Klingon elder is Koroth (Alan Oppenheimer). It's been 15 centuries since Kahless made the promise of returns to his people. Worf decides to stay and continue his search. Koroth asks Worf to discard all doubts and hesitation from his mind and open his heart to Kahless.
Kahless (Kevin Conway) the Unforgettable makes his promised legendary return at Boreth. He knows all the ancient legends and stories about his own persona. Kahless retells the story of how he forged the Bat'Leth and gave it its name. The legends were only known to the high priests and never written down, so people could be sure that it was Kahless who had returned and not an Imposter. Worf is skeptical and Khaless can sense it. Worf uses his Tricorder on Kahless and finds that he is real. Worf and Khaless battle, but it's a draw. Worf can see that the Klingon people gravitate towards Kahless. He is a natural leader. Worf summons the Enterprise for help to transport Khaless to the Klingon home world. Beverly is not convinced and says that Kahless could be just another Klingon or an alien shape Shifter. Worf says that Kahless could also be really Kahless.
Klingon leader Gowron (Robert O'Reilly) challenges his authenticity, by arriving on board the Enterprise before it reaches the Klingon home world. Gowron says that Kahless is an idea, which has no body and hence cannot be defeated by any weapon. He has brought a sacred knife which is stained with the blood of Khaless and wants a DNA test performed. The DNA patterns match.
Worf is convinced. Khaless offers Worf place by his side in the new empire. Kahless knows that the Federation will stand behind Worf, and he also has a brother sitting on the High Council. Gowron suspects Koroth of treachery. He tells Worf that Koroth and the other guardians have always opposed him, and this is their last chance to seize power. Gowron says that Kahless will split the Empire right down the middle. Gowron wants Worf to stand with him. He knows if Worf supports Kahless, many more will follow.
Gowron challenges Kahless with a knife and beats him very easily. Worf stops Gowron from killing Kahless. Worf confronts Koroth, that Gowron simply could not have defeated the Kahless that easily. Kahless was supposed to be the greatest Klingon warrior. Koroth admits that Kahless is a clone of the original. Koroth says if Worf discredits Kahless, that will destroy the last chance for the Klingon empire.
Data explains to Worf that faith is a powerful tool. If he didn't have faith to be more than a combination of circuits and wires, he would never be aspiring to be a human.
Worf understands that faith is a powerful thing. He advises Gowron to install Kahless as an Emperor to rally the people while he remains and controls the Klingon High Council. If Gowron does not agree, the empire will split and will be plunged into civil war. Gowron accepts.
