This is how the plot outline should read and it's a good episode... Terrorists armed with bombs and guns take several people including Keller hostage on a boat. Stone works with police and feds to coordinate a rescue. His efforts are complicated by a journalist who attempts to glorify the terrorists's communist cause and a vengeful father whose daughter was killed by the terrorists.

Warning: Spoilers
One of the better episodes for season 3! Flags of Terror starts with a bang. A terrorist plan set up in Japan. After the viewers attention is caught with a taste of heighten violence with a customs incident, which drives Keller and Stone into a hostage situation. The tension just keeps ratcheting up! Flags of Terror has a terror plots, A revenge plot. All tied in with, Keller being a part of the hostage rescue plan working on the insides. All three stories with the interchange of characters make the viewer wanting more. Every turn draws the viewer into wanting to know what will happen next? Flags of Terror is a wild ride of terror. Well written directed, and acted. 8 stars. A must not miss!

Anti-Climatic Flop Ending. And the Plot Outline is Wrong.
FloridaFred4 September 2021
The plot outline says "right wing journalist". Totally incorrect; the news guy was characteristcally ultra-left.

The show started off well, lots of action. But it became tedious. And the ending was dull and anti-climactic. What happened to the distraught father?

This could have rated 8 or 9 stars, but the lackluster finish leaves it at 6 stars.
