By the fall of 1944, most of the German submarine pens had already been taken out of action due to allied advances in France. Additionally, post war bombing surveys showed that very little damage was done to the submarine pens. Advances in Anti-Submarine Warfare such as escort carriers going along with convoys and electronic advances had limited the German U-boats to lone wolf actions, something not very effective in trying to stop allied convoys getting through to their destination.
