An important senator is visiting the air fields and he's a real jerk. It seems that because he's hated General Savage for a long time...and this is coloring his judgment of the effectiveness of the American bombing campaign. His excuse is that combat losses are too great but there's more to it than this. As for Savage, he wants to prove that losses can be decreased by sending up a few super-heavily armed bombers, the so-called 'porcupine planes'.
The Senator is a wiener...period. Perhaps he's a realistic character, perhaps he isn't. But it did make for an interesting plot. What also was interesting was the plight of the guy stuck in the belly ball turret...something that occasionally WAS a serious issue. Overall, well worth seeing.
By the way, if you read the IMDB trivia, you'll notice that the super-heavily armed bombers were actually an operational failure...despite how they're portrayed in the show.
