It is a contrast between the life of Bob and Terry.
Bob gets ready for work in the morning, going to the building site, then a long drive for other meetings and night school for qualification. Some nights he gets home late in the evening. A rat race where he still has money problems not helped by Terry scrounging from him all the time.
Terry waltzes out of bed usually by the sound of the bin lorry and it is straight down to the bookies. Later a meet up with Bob for a pub lunch and a few drinks. Where Bob is left usually out of pocket.
Even when Bob tries to fix Terry up with a job. Terry somehow manages to get up to some sort of scheme, it usually involves a flutter.
No wonder Bob ends up reflecting wistfully at his life.
At least Terry admits it is not always the life of Riley when he met Bob at an exclusive club. The drinks were £1 a pint and Terry never managed to pull.
Some nice observation of the work/life balance in the 1970s. Terry seems to be doing alright it seems.
