This story almost--but not quite--leaves open the possibility of a natural explanation. Agent Jack Willis is obsessed with the case of Warren Dupre and Lula Phillips; he says (on a tape recording that Mulder listens to) that he almost envies them. This kind of identification with his quarry could lead him to believe that he really is Warren Dupre. He may have learned the intimate details of Warren's life with Lula. It would even explain the rash on his arm that is in the shape of Dupre's tattoo: it could be a physical manifestation of his belief.
But there's no natural explanation for the two bodies--Willis's and Dupre's--jumping when only Willis's body was connected to the EKG. Nor is there one for Willis's rash changing to a real tattoo. There's also no rational explanation for Willis looking like Dupre when he appears out of the shadows in his conversation with Scully.
