There's absolutely no reason for the Pokémon thief to mention a Lickitung, as Team Rocket does not catch it for several more episodes. It was never aired out of order either, in both Japan and NA so it makes absolutely no sense that they mentioned it.
Instead, they should of mentioned James' Weepinbell, which he apparently caught awhile before this, and doesn't mention until episode 53 or whatever number it is in Japan.
These kinds of things plague this series, but I still love it.
