Originally, it was R because the MPAA finds anything related to homosexual content worthy of a higher rating. At the end, Chuck and Larry were actually supposed to kiss in the court room scene; they even filmed it that way. However, when a gay kiss between the two protagonists would earn them an R rating, they decided to go with the second ending they filmed, which is where Dan Akroyd interrupts them; this ending is in the theatrical release. Edit
Simple answer; yes.
In Strange Bedfellows there are two firefighters who are best friends who pretend to be gay for legal benefits, which is also the same in Chuck and Larry
The only difference is at the end of Chuck and Larry everybody finds out that they were pretending, while as in Bedfellows they don't. Edit
