- Romy is searching for the uncle and aunt she has not seen for several years and traces them to Hong Kong. But, while she and the others are sailing there, they find themselves in the path of a typhoon.
- An angry mob has gathered outside the offices of the "Morning Chronicle", having heard rumours that Fog is in an Indian jail and that he robbed the Bank of England. But Ralph tells them Fog has been cleared of all charges and is now on his way to Singapore.
On the Rangoon, Fog, Tico and Rigodon find Romy standing by the rail, looking wistfully out to sea. Fog, realising she is thinking about her uncle and aunt, assures her that she will soon see them again; in the meantime, he invites her for a drink and a chat. Rigodon prepares a seat for Fog and Romy, then as Tico goes to fetch the drinks walks over to the rail. He quickly discovers that the Rangoon is becalmed; there is no wind in the sails and no smoke in the funnel.
Rigodon decides to go down to the engine room to try and find out why the engine is not being used. The raccoon in charge of the engine tells him they have run out of coal, meaning there is no choice but to wait for the wind to pick up, then shoos Rigodon out of the engine room. Muttering about the raccoon's rudeness, Rigodon heads back up on deck as the raccoon (who is actually Transfer in disguise) gloats, thinking he has finally found a way to stop Fog from completing his journey on time.
Meanwhile, Bully suggests to Dix that Fog may be innocent. When Dix asks how this is possible when there is a warrant out for Fog's arrest, Bully says it is like those cases where a butler is the chief suspect, but the real culprit turns out to be someone else. This gives Dix an idea and he tells Bully that he plans to use Rigodon to get to Fog.
Rejoining the others, Rigodon tells them the Rangoon has run out of coal, so they will have to wait for the wind. Fog assures Romy that they will pick up a breeze this afternoon and should arrive in Singapore ahead of schedule. Moments later, a flying fish lands on the ship and collides with Tico, knocking him to the deck. Furious at being made to look foolish in front of Romy, Tico starts chasing the fish around the deck as Fog, Romy and Rigodon laugh at his antics. When the fish escapes back into the sea, Tico vows to get revenge by catching the fish (or one of its cousins) and eating it for dinner.
Hours later, Tico is still sitting on the rail and dangling a fishing line into the sea. Rigodon tells him there is no chance of him catching the fish he encountered earlier, but Tico refuses to give up. Just then, Dix approaches Rigodon and tries to gain his confidence. At the same time, Tico gets a bite on his line and Rigodon is trying to help him to reel it in when the two friends topple over backwards and fall to the deck. Fog calls across, asking Rigodon if he is all right, and Dix hurriedly leaves, knowing he can't risk being seen by Fog. Tico boasts that he almost caught a fish as big as a whale, but Rigodon says it is more likely that he caught his fish hook on the underside of the ship. Seconds later, the wind finally picks up.
The next day, the travellers arrive in Singapore. While Tico and Rigodon go shopping in the marketplace, Fog and Romy visit the Governor's mansion to try and locate Romy's uncle and aunt. The Governor (a dog) tells Romy that her uncle and aunt, who have been searching for her since they learned of her parents' deaths, have moved to Hong Kong and gives her an envelope with their address. With a few hours to spare before they must be back aboard the Rangoon, Fog and Romy go for a carriage ride, stopping briefly for a stroll among some exotic flowers.
Later, Fog and Romy return to the Rangoon, telling Rigodon and Tico (who are already at the dock) that Romy's uncle and aunt are now living in Hong Kong, meaning Romy will be with them for another three days. Meanwhile, Dix curses the fact that he and Bully didn't simply wait for Fog and Romy at the dock, rather than spending the day chasing them all over Singapore.
On the day before they are due to reach Hong Kong, the travellers are up on deck when a storm starts to brew and they are forced to go below. Fog and Rigodon go to see the Rangoon's captain (a dog) to ask if they will still be able to catch the Carnatic, the ship scheduled to take the travellers to Japan, but the captain says the upcoming typhoon means they won't make it to Hong Kong in time and suggests they ride out the storm in their cabins. Meanwhile, Transfer cuts the ropes binding the Rangoon's sails, which are quickly torn off in the wind. The Rangoon is being tossed about on the sea and is in danger of sinking at any moment.
