Plot; Serpentor, the Cobra Emperor, goes all over the globe in search of artifacts from his past lives in order to gain their power.

I've never liked Serpentor. He's really the poster child for where the toy line and the property overall went wrong. The rebooted G.I. Joe began its life in 1982 as a toy line with a "heightened" realism. Yes, there was a jetpack and a laser rifle trooper, but the look and feel of the line kept at least one boot in reality. Slowly it became more and more fantastical, and by 1986 that boot became a toe. As a concept, Serpentor wasn't bad. With Cobra Commander proving ineffective, his underlings (led by Dr. Mindbender) decided it was time to replace him. The result was Serpentor, created using the DNA of history's greatest and most sinister military minds. But unfortunately the execution was a bit silly and over the top, and before you knew it, Cobra Commander had been retconned into an agent from a snake-based secret society and... well, you get the idea.

This episode had some potential, with Serpentor traveling the globe in search of artifacts from his various DNA donors which somehow give him more strength, but again it trips over the execution and the result is all a bit silly.
