- Jack Bauer: You're working with one now. You might hate this country, you might its values, but if you're serious about disarming, about bringing your organization and others to the table, then you know you have to compromise: that is your political reality
- Hamri Al-Assad: What's to say they won't put me in prison once they have me?
- Jack Bauer: I can't tell you they won't but right now that is our only lead to Fayed
- Hamri Al-Assad: [after thinking it over] make the call

- Curtis Manning: And now you have to work with Assad. Doesn't that bother you? The man's a terrorist: responsible for hundreds maybe thousands of innocent lives in the past twenty years: does that mean anything to you?
- Jack Bauer: I don't know what anything means anymore. I spent my whole life defending this country against people like Assad: now his trying to disarm his people and renounce terrorism. The playing field's changed

- President Wayne Palmer: What? When?
- Tom Lennox: Less than hour ago: the FBI was sent to the offices of the Islamic American Alliance to serve a warrant for the personnel files. Sandra proceeded to delete them right in front of the agents. They had no choice but to arrest her
- President Wayne Palmer: Damn it, where is she being taken to?
- Tom Lennox: She's being detained at one of our "provisional" facilities
- President Wayne Palmer: [In the Oval Office, after hearing demands from Fayed] is it even possible that's what these attacks were about? Releasing prisoners at Palmdale?
- Karen Hayes: Sir, I feel it's "wishful thinking" that this is Fayed's endgame
- Tom Lennox: [to Palmer] you cannot seriously consider giving into this man's demands: you said it yourself, Fayed cannot be trusted
- President Wayne Palmer: No, he can't and I do not believe for one second he has any intention on stopping these attacks, not permanently. If I go along with this, it only buys us more time in finding Fayed. At the very least, it gives this country a rest from the bombings
- Karen Hayes: Sir, you'd be releasing a hundred and ten extremely dangerous terrorists
- President Wayne Palmer: [Sternly] Karen, I am very well aware of that but unless we find Fayed, I may be forced to
- Bill Buchanan: [Over the speakerphone in the Situation Room] the casualty estimates has risen in ST. Louis to a hundred and twelve: the mall attack in Baltimore is even worse, over two hundred dead, many of them children
- President Wayne Palmer: [Over the speakerphone in the Oval Office] my God, what about the bomb in Los Angeles?
- Bill Buchanan: We confirmed that Jack Bauer averted the attack at Union Station. Passive surveillance from metro transit has also confirmed his working with Assad
- President Wayne Palmer: Have you been able to make contact with him?
- Bill Buchanan: No Sir. Jack's been "dark" since he called to warn us about Fayed and we didn't listen
- President Wayne Palmer: "I" didn't listen
- Bill Buchanan: [after Nadia tells Bill of the call] Mr. President, we're receiving a call on a scrambled channel from Fayed: demanding to speak with you
- President Wayne Palmer: Put him on
- President Wayne Palmer: [after walking closer to the speakerphone] this is President Palmer
- Abu Fayed: [Over a cell phone] Mr. President, we've proven we can strike anytime, anywhere but I am prepared to offer you a ceasefire: if you meet my demands
- President Wayne Palmer: Your demands? Fayed, we've mentioned "demands" before remember? When you deceived us about Assad being the one behind these attacks and now you just expect me to accept your assurances of a ceasefire?
- Abu Fayed: I expect you to take any action that avoids the loss of more American lives
- President Wayne Palmer: What do you want?
- Abu Fayed: You are holding one hundred and ten so called "enemy combatants" at your Palmdale military facility in violation of International Law: you must have all these "freedom fighters" on a non-military aircraft in the air by the end of the hour. The pilot will be informed of the destination once the plane is outside your airspace
- President Wayne Palmer: Even if I agree to this, there is not enough time...
- Abu Fayed: [Interrupts him] you'll find a way because if you don't release the prisoners by the deadline, the consequences will be immediate and devastating. I will only make this offer once Mr. President. For your country's sake, I hope you accept it
